In most cases yes. Some phones let you select an external line first, which is effectively dialling a 9, but we recommend you simply dial a 9 before the number you wish to call.
Remember, when making any external call, you should dial the full number, including area code. Agility Voice doesn't know "where" you are and as it can be used globally, entering the full code is necessary. In some parts of the UK, Ofcom (who regulate numbering) are now having to make dialling area codes mandatory on traditional phone systems too to cope with the growth in numbers, so this is good practice and no different to how you handle these matters on a mobile phone.
In some limited cases, we may have configured your system to assume a certain area code, and if so we would have advised you of this - however dialling the full phone code does not cause any issues so we still recommend this.
